With reference to your secret letter dated February 7th., 1912, returned herewith a meeting of the local

Defence Committee was held on February 17th., when the various

points raised in your letter were discussed. The Committee arrived

at the following conclusions:-

Para. 2.

The Committee is generally in agreement with the last two lines of para. 2 of Your Excellency's letter, and is strongly of opinion that the Government should have the pover of resumption at short notice in cases of emergency.

Para. 3.

The Alienation of Crown Lends. It is suggested

that the Gazette advertisements, which only refer to lots by a

number, do not sufficiently indicate the position of the land to

be sold. A small scale plan should therefore be submitted to the

Naval and Military Authorities, prior to advertisement, showing

the vicinity of the lot which is for sale.

The Committee fully appreciates the difficulti- -es of the subject which yould attend a general restriction of the right of transfer, and is of opinion that the system should be adopted of certain defined areas within which land should not be transferred without reference to the Naval and Military Authori- -ties. Should Your Excellency concur in this proposal the defini- -tion of the areas can form the subject of a future meeting of the

local Defence Committee.
